About the center of public-private partnership:

Joint Stock Company "Regional center of public-private partnership of the East Kazakhstan Region" (hereinafter - the Center) was established by Akimat of the East Kazakhstan Region (Akimat – is a regional body of the executive power in the Republic of Kazakhstan) in accordance with Decree №602 dated 28 October 2010. Government Body "Department of Economy and Budget Planning of the East Kazakhstan Region" is a representative of the founder (Akimat of the East Kazakhstan Region).

Basic activities:

• initialization and preparation to the completion or support of the projects of public-private partnership of the East Kazakhstan Region;

• advisory support of the projects of public-private partnership, including concession projects of the East Kazakhstan Region;

• cooperation with the governmental authorities, international and public agencies, potential investors on the subject of public-private partnership;

• work related to the attraction of direct foreign and domestic investors by means of organization of meetings with attraction of foreign and domestic potential investors, institutes of development, diplomatic authorities, customs union for creation of joint ventures and opening of the new productions;

• developing of Feasibility Studies of the concession projects;

• execution of economic surveys of the Feasibility Studies of local budget investment projects and projects planned for the financing at the expense of directional transfers for the development and credits from Republic budget;

• execution of economic surveys of the Financial and Economic Studies of budget investments planned for implementation by means of state participation in the authorized capital of legal entities;

• holding of the seminars, trainings, panel discussions, conferences and other activities on the subject of public-private partnership;

• carrying out of analysis on the subject of planning and implementation of the investment projects.

Mission

• contribution to providing of qualitative and sustainable growth of the economy of the East Kazakhstan Region by means of strengthening of partnership between the government and private sector;

• execution of qualitative economic survey of the local budget investment projects and budget investments;

Objective

Attraction of the private investments for implementation of investment projects of the East Kazakhstan Region by means of principles and mechanisms of the public-private partnership.

• The principle of strategic vision involves the development of recommendations and use of techniques of the projects assessment and survey of Feasibility Studies based on long-term prospects of the projects implementation.
